What is the Insurance Ombudsman in India and How to File a Complaint?

The Insurance Ombudsman is an independent, quasi-judicial authority established by the Government of India (under IRDAI's Redressal of Public Grievances Rules) to resolve disputes between individual policyholders and insurance companies. The Ombudsman process is free of cost, does not require a lawyer, and is binding on the insurer if the policyholder accepts the award.

There are 17 Insurance Ombudsman offices across India, and complaints can be filed online through the IGMS portal (igms.irda.gov.in) or by post. The Ombudsman can handle disputes involving amounts up to ₹50 lakhs and typically resolves cases within 3 months. According to IRDAI's annual reports, the Ombudsman's offices collectively handle approximately 30,000–40,000 complaints annually, with a resolution rate of 65–75% in favor of the complainant (either fully or partially). Step 1: Exhaust insurer grievance process first

Types of Ombudsman decisions

Recommendation

If amount involved is up to ₹20 lakh, Ombudsman may issue a recommendation. Insurer should accept within 15 days.

Award

For amounts above ₹20 lakh (up to ₹50 lakh), Ombudsman issues a binding award.

  • If you accept the award → binding on insurer
  • If you reject → you can pursue other legal options
